To change the max upload size for your self-hosted instance see this part of the config file.
I don't see a way to easily do this for a particular user. You can apply custom limits for storage in the admin panel but not max upload size. One workaround is that applying a custom storage limit to a user makes them "premium", therefore the premium upload size would apply to them and anyone else with a custom storage limit.
