How to migrate db and settings to a new instance

I would like to migrate all data and settings to a new instance. I tried copying blob, block, data, datastore, and customize/ but got a scripting error in the browser when I tried to open the new instance with the new data. Please tell me how to migrate all data and settings correctly to a new instance with a new domain. Thanks
