Separate control of the access list from the ability to add/remove other owners

As per user feedback from Cryptad.fr

At the moment document owners combine the privileges to add/remove other owners and to control the access list (among other things such as destroying the document).

This is a proposal to separate these rights so that an owner can allow someone to control the access list without having to give them full owner rights.
