Image resizing when printing

In a rich text document, I'm allowed to adjust the image size. However, when going to print the document the image returns to the original size which completely messes up page layout. In essence, this means I can't put images in documents I want to export to PDF.

I see two ways of handling this:

Adjust printing functionality to "obey" the document image size adjustments.
Introduce incredibly basic image resizing(rotation? cropping?) to images within the Drive so that it can save multiple image files and you can pick the size to insert into your document.

Sorry your message stayed unanswered for so long. On my end it seems that I don't experience what you described. See this screenshot with a test document:

The image size and position is respected, Print to PDF produce a correct document.

Can you tell us about the web browser you are using? Some are known to interfere and create issues.
